We have to-day received the following telegram from

Messrs. Johnson, Stokes & Master, our solicitore in Hongkong,

"Canton godown leased from Hamburg America Company enquire Colonial Office whether licence necessary from twentysixth instant".

The full explanation of this message is that the Fati

Godown in which the Canton portion of the Texas Company's Oil

shipment is stored, is held on lease from the Hamburg-America

Shipping Co. and in view of the "Trading with the Enemy (China,

Siam, Persia, and Morocco) Proclamation, 1915", our solicitore

wish to have your opinion as to whether a licence, as mentioned

in Paragraph 2 of that Proclamation, would be necessary as from

the 26th of this month.

If we are asked why we should lease a godown from a

German shipping company, the answer is that unfortunately we have

no choice in the matter. According to our information there is

no other godown available in Canton for the storage of 011.

If therefore, in your opinion, such a licence is

required for us or our agents, as agents of the Texas Company,
