In pursuance of previous correspondence under your
Reference No.3,017/1915 and following on the writer's call last
week, we are somewhat puzzled that we have not received any answer
whatever to our two telegrams dated the 29th and 30th ulto. which
we ventured to address to His Excellency the Governor of Hongkong
in accordance with the kind recommendation contained in your
letter of the 27th ulto.
We are of course aware that this matter must follow the
usual administrative course. Nearly three weeks have passed,
however, and the matter appears to us so exceedingly simple that
we are afraid that we may not have expressed ourselves with
sufficient clearness in regard to the great urgency of the matter.
If you will be good enough to refer to page 3 of our letter
to Hongkong of the 2nd instant (copy of which we sent you on the same day), you will find therein the reasons which make it sO
necessary that this matter should be decided immediately, in order
that this desirable business should not go to American competitors
