to go a-begging for want of candidates to carry it on and com- petitors of ours in New York are active in their endeavours to wrest it from us and are likely to succeed if we do not woon appoint a suitable person in Hongkong and Canton to receive and sell a new carge of oil, inability on our part to provide for this constituting of course a breach of contract. It therefore behoved us to move in the matter without any delay and we trust Your Excellency will acquit us of any want of respectful sub- mission to your Government in addressing ourselves in the first instance to H.M.Under Secretary of State for the Colonies in Downing Strest.
it was indeed important to avoid delay and to ascertain as quickly as possible whether our proposal would be likely to meet the views of H.k.Government, so as to enable us to make arrangements with the Texas Company, particularly in view of their wish to send out a new cargo of oil so as not to interrupt the supply and bring the business to a stop.
