I can ascertain, the answers to the questions raised appear to be as follows:-

(1) I have not found anything on this subject. ? Reply that we have no definite information, but that we will draw the attention of the Hong Kong government to the matter and ask them to report.

(2) The foundation for the statements in this

paragraph can I think be found in the Hong Kong government's instructions to liquidators, see especially the first enclosure in 49511/14. The Governor's reply to this charge will be found in paragraph 4 of the second enclosure in 49524/15. So far as I know, we have never given any instruc- tions not to hurry the liquidation, and wo might reply stating this and saying that, so far as we are aware, no delay has taken place beyond what was necessary for the protection of the market and the

interests of creditors of the liquidated firms.

(3) We might perhaps reply that the possibility of a change of policy described in this paragraph is

(4). We might reply in the terms of the last

The license granted to Mr Reif will be found on 5799.

Reply that Mr Reif has carried on business in Bradford

since 1893 and is now carrying on business there under a

licence from the Home Office separately from his German

partner. He has been licensed to carry on business

in Hong Kong on terms similar to those contained in the

license granted to him in the United Kingdom.

Carlowitz and Company. I cannot find anything

about Mr Rayner, although I believe there are papers con-

cerning him. I understand from Mr Beckett that Rayner,

Hauser and Company have now been put in the "white" list. Reply that His Majesty's Government are now satisfied that the firm of Rayner, Haußer and Company are carrying on business independently of Carlowfie and Company and that the firm is being put on the "white"

list.

Deutsche Asiatische Bank. I do not understand

this question. We have no papers on the subject except 25311 and previous papers.

Reply that the Deutsche Asiatische Bank is

being liquidated by the Hong Kong and Shanghai Bank as

stated, and say that Mr Bonar Law does not understand

whether the Chamber of Commerce wish to make any objec-

tion to this. (It will be seen that the statement on

47607 is much more serious, possibly on investigation

they find it cannot be made good.)
