The votes may all be given to one candidate, or may be distributed, at the option of the subscriber, among the candidates on the election-list.

An annual subscriber shall be entitled to vote either at the two half-yearly elections, or, should he desire it, may avail himself of the whole benefit, by a double vote at the first election.

VII. A Donation for the purpose of securing immediate votes shall not confer the privileges of a Governor,

VIII All Ministers who shall preach, or lend their pulpits for, a sermon on behalf of this Charity, shall receive votes for the amount collected in the following manner: the first five guineas shall constitute the Preacher a Life Governor; the second five guineas shall confer the same privi- lege upon the Minister of the place; and for the remainder votes shall be given to the Minister of the place, to be applied at his discretion.

In the payment of Legacies the Executors shall be entitled at each Election for one year to one vote for every £100; the votes to be assigned as the Executors may direct.

IX. The Board shall have power to confer Honorary Votes in respect of special services rendered to the Charity.

X. Firms, Public Companies, Corporations, and Societies, subscribing five guineas or upwards, shall be entitled to votes in proportion to the amount, for a period of twenty-one years.

XI. The Charity shall be managed by a Bourd of Governors to be elected by a General Meeting, The Board shall consist of not fewer than twenty persons, with power to fill up vacancies until the next General Meeting. Five members of a Board shall be & quorum, and one- fourth of the Board shall retire by rotation annually, but be eligible for re-election. The President and Treasurer shall be ex-officio members of the Board.

XII. There shall be an Annual General Meeting of the Governors of the Charity, at which meeting a report on the state of the Hospital and its funds shall be made by the Secretary.

All matters to be discussed at the Annual Meeting shall appear on the Voting Paper, and in order that this may be arranged, three months' notice must be given to the Secretary, which notice shall give details in writing of the proposed motion.

XIII. A Special General Meeting of the Governors may, at any time, be summoned by the Board of Management, or shall be called on the requisition of twenty Governors of more than one year's standing, to be addressed to the Secretary, in which case the object of the meeting shall be stated in the requisition. Twenty Governors at a General Meeting shall be a quorum.

XIV. No General Meeting shall be an authorised one, unless publicly advertised, and notice given to the Governors seven clear days at least before the meeting; and in all cases of a Special Meeting, the object of the meeting shall be stated in the notice, and no other business transacted thereat.

XV. The appointment of the Treasurer, and the making, rescinding, and altering of the rules, shall rest with the Annual General Meeting only; and no rule shall be proposed, rescinded. or altered without special notice of the nature of any additional rule, or amendment of an existing rule, or of the rule proposed to be rescinded.

XVI. Admission to the Hospital, and to the benefit of the pension, except as after mentioned, shall be by ELECTION; to be regulated by the Board of Management, both as respects the number of applicants and the time of election.

No applicant shall be eligible for the election-list under thirty years of age.

XVII. Every person deemed eligible for election shall be subject to careful inquiry and professional examination; and a medical certificate, in the form to be furnished by the Board of Management, shall be procured by the applicant, and forwarded to the Secretary immediately before the issue of every subsequent list of candidates for election.

XVIII. Candidates may remain on the list until elected, and during that time may accu- mulate their votes, subject to the following provision, that is to say, if after ten consecutive Elec- tions a Candidate shall not have registered 400 votes, the name of such Candidate shall be removed from the Liat.

XIX. If it shall appear that the election of any Candidate has been effected by false repre- sentations, the Board of Management shall declare such election to be void.

XX. It shall be lawful for the Board of Management, at a Special Meeting, to grant to persons elected as pensioners the benefit of admission to the Hospital."

XXI. In the event of any Inmate becoming lunatic, idiotic, or violent, the Board shall have power to dismiss such Inmate.

XXII. Should the condition of any Inmate become so altered that the case is no longer deemed suitable for the Home, the Board shall have power to transfer auch Inmate to the Pension List. XXIII. In the event of any Inmate or Pensioner becoming so far recovered as to be capable of earning his or her maintenance, the Board shall have power to discharge such Inmate, or to dis- continue the payment of the pension. Such person, however, shall not be thereby hindered from again enjoying the benefits of the Charity, upon satisfactory proof of eligibility being offered to the Board.

XXIV. In the event of any Inmate or Pensioner becoming possessed of an incomesufficient for maintenance, such Inmate or Pensioner shall no longer be allowed to be a recipient of the benefits of the Charity.

XXV. Any Pensioner becoming an inmate of a lunatic asylum, or a parish infirmary, shall cease to be a recipient of the pension as long as he or she remain an inmate of such asylum or infirmary.

XXVI. Upon the election of an Inmate, and prior to admission, two respectable persone, approved by the Board, shall enter into an engagement for his or her removal from the Institution in case of death or otherwise, as the Board by their Secretary may direct.

XXVII. The Board shall have power to remove any Inmate who in their opinion may be guilty of misconduct or whose condition may, in the like opinion, have become such as to render such Inmate unsuitable for the Hospital, and to discontinue relief to any Pensioner guilty of misconduct or convicted of an offence against the law of the land. The Board shall be sole judges of the sufficiency of the grounds for removal of any Inmate, or the discontinuance of any pension under this or any other Clause of the Constitution, and the Board may at their discretion and pleasure re-admit any inmate or renew any pension upon such terms and conditions as the Board may think fit.

XXVIII. In the event of any Inmate or Pensioner, either directly or indirectly, making or receiving any benefit from any public appeal, whether by letter, circular, or otherwise, for money or assistance, or applying for any pension, annuity, or henefit to be derived from any other Institution or Charity without the sanction in writing from the Board of Management, the Board shall have power to dismiss such Inmate, or to discontinue the payment of any pension, and again at their discretion and pleasure to re-admit such Inmate or to recommence the payment of any pension.

XXIX. With a view to the protection of the Charity from imposition, and the preservation of its benefits for the class for which they are intended, it shall be lawful for the Board of Manage- ment to require from Inmates and Pensioners declarations of their condition in life, and engagements to disclose to the Board any change therein; and such declarations and engagements shall be made at such times and in such forms as the Board shall, in the interest of the Charity, think expedient. XXX. The Board of Management shall appoint Sérutineers for the Election, and a paid Officer to audit the Accounts; and shall have the appointment and dismissal of all Servants and Officers not in the nomination of the General Meeting.

All Investments shall be made in such securities as the Board may direct, in the uames of not less than Four Trustees, to be chosen from time to time, as occasion may require, at a General Meeting of the Governors; and the same shall be held by the said Trustees for the general purposes of the Charity; and the interest, dividends, or rents arising therefrom, to be paid to the Treasurer for the time being, and to be applied by the Board of Management in payment of the current expenses of the Charity. No investment, or sale, or change of investment shall be made until the resolution of the Board authorising such investment, or sale, or change of invest- ment shall have been confirmed at the following Meeting of the Board.
