Sir,

I am directed by the Rubber & Tin Exports Committee

to acknowledge the receipt of Sir John Anderson's letter

7.0 of the 13th instant (No.39853/15) transmitting copies of

correspondence relative to the export of Tin from the

Straits Settlements and Hong Kong to Japan.

In reply, I am to state, for the information of the

Secretary of State for the Colonies, tht the Committee

feel that the removal of the embargo on the export in

question in favour of Japan, if _llowed, would to some

extent bind them to granting similar concessions to

France, Russia and Italy if requested. Such a step

would, in the ir opinion, hve the effect of placing beyond

their control a con:iderable proportion of the export of

Tin from the Colonies in question, a proceeding which they

regard as highly undesirable.

In all the circumstances, the Committee are not dis-

posed to support the view that the embargo should be re-

moved, but they would point out that, in view of the

restrictione pl.ced by the Japanese Government on the re-

export of Tin ani m nuf ctures thereof, they have all

along accorded immediste nd f vourable consideration

to all applic tions made to them for permission to

export.
