Adverting to my despatch No.218
of the 13th August, transmitting a copy of
a letter from the Chartered Bank of India
Australia and China respecting goods
originally shipped for Hong Kong on the
German steamer "Sigmaringen", I have the
honour to transmit a copy of a further
letter which has been addressed to the
Bank, warning them that in the case of
these goods it is not clear that
the property has entirely passed from the
enemy shipper, and that therefore you may
think fit to apply the procedure laid down
in my despatch of the 10th April last and
