I am directed by the Postmaster General to refer to your letter of the 24th of last month, No. 27451, transmitting a copy

of a despatch from the Governor of Hong Kong on the subject of an application made by Mr.H.R. Phelips for a bonus for the examination at Fong Kong of the accounts of the British Post Office Agencies in China.

Mr.Phelips's application is in respect of work performed for a period of ten years. As regards the part of this period which is prior to 1911 when financial responsibility for the Agencies was accepted by the Postmaster General it seems clear that Mr.Phelips can have no claim against this Office.

The Governor of Hong Kong, moreover, states that the examination of the accounts now made at Hong Kong is in the nature of a check on behalf of the Hong Kong Government, and in the circumstances the Postmaster General agrees with the Governor that the case is not one for the payment of a gratuity

by this Office.

It should perhaps be explained that the gratuities given to r.A.J.Reed, Accountant of the Hong Kong Post Office, and to Mr.H.Dixon, Superintendent of the Money Order Department, to which reference has been made, were granted in consideration
