In reply to Mr. Read's letter, addressed to the Treasury, of the 3rd March enclosing a letter from the Governor of Hongkong to Mr. Secretary Harcourt, I am of opinion that the documentary bills referred to in the Attorney General' minute enclosed with the Governor's letter should not be handed over to the Shanghai Branch of the Deutsch-Asiatische Bank.
