I am commanded by the Army Council
acknowledge the receipt of your letter No.41222/1915 of 10th. September, relative to the detention at Hong Kong of Dr. E Grouven.
In reply thereto, I am to acquaint you, for
the information of Mr. Secretary Bonar Law, that the Council consider that thie man, if he is a properly qualified medical man, is entitled to repatriation under the agree- ment existing between the British and German Governments.
Should it be decided, however, to repatriate him,
it would be necessary for him to travel by way of America.
