defined by section 30 of the Post Office Act, whether excepted or not excepted by the Act from the Postmaster General's monopoly, and I am to suggest, for the consideration of Mr Secretary Bonar Law, that, as Regulation 24 does not apply to Hongkong and as no enactment has been passed specifically repealing any part of the Post Office Act, the most satisfactory method of ensuring that letters such as those of Mr Schluter shall not escape the censorship in future would be for the Hongkong legislature to enact a provision similar to that of Regulation 24, limited to the duration of the war.
