I beg to forward for your information the following details obtained from the Loyal Gazette (Lahore) of May 2nd.
On February 19th last, a revolutionary plot was discovered in Lahore. 62 men were arrested, Among these were included the following, all of whom are well know in Shanghai:- Mathra Singh, Deva Raj, Mula Singh, and Kehr Singh.
Mula Singh and Deva Raf both turned King's evidence. Bombs, revolvers &e. were found in the possession of Hathra Singh and Dera Raj, and explosive materials were found on Mula Singh.
A shop was searched in which a quantity of seditious
literature marked "M.Kohli" was found.
Mathra Singh and Deva Raj spent some six months in
Shanghai in 1913 and 1914. They were both suspected of sedition
and a warrant was obtained to search their houses, as a result of
which both men hurriedly left Shanghai,
Mula Singh was formerly 8.P.C. 282 in this Foree and was
a ringleader in the Kajha-kalwa trouble of 1910, after which he
was dismissed from the Force. In 1913, he went to America after
the murder of Jamadar Dewa Singh, and in 1914, returned to
Shanghai for a few weeks when he was frequently seen in comparty of
one Thakar Singh, watchman in International Import and Export Co.,
Nanking.
The Consular authorities have already been warned about
Thakar Singh.
Kehr Singh was some 7 or 8 months in Shanghai in 1914.
