sir,

With reference to correspondence ending with Your Excellency No. 3318/1914 dated 12th November 1914, and Secretary of State for the Colonies telegram dated 11th November 1914, I have been informed that the sum of & 5000 out of German Missionary funds is being handed over to Mr. Bitzer. I have the honour most respectfully to protest on Military grounds against any enemy subject being supplied with funds which might conceivably be used in spreading anti British propaganda amongst the Chinese or in bribing persons to work mischief against British property or persons (public or private) in Hong Kong. I do not trust Mr. Bitzer.

I understand that this sum is being sent by coolie to 'r. Bitzer on Monday next. If Your Excellency cannot see your way to agreeing with me, I beg that the question may be referred to His Majesty's Government.
