I have the honour to forward an extract from the British Consul at Paktoi's Intelligence Report for the March Quarter 1915.

I would ask if something cannot be done to stop our enemies being supplied with funds whereby they are enabled to carry on their campaign of calumy and intrigue.

In this connection I also forward copies of corres- pondence between myself and His Excellency the Governor of Hong Kong on this subject.
