With reference to your letter No. 16614/15, of
the 14th of April, 1915, on the subject of the respective
powers of the Civil and Military Authorities in Hong Kong, I am
commanded by the Army Council to transmit herewith for the in-
formation of the Secretary of State for the Colonies, a copy of
a telegram No. 145 Cipher, dated the 1st of May 1916, received
from the General officer Commanding, China.
I am to suggest for Mr. Secretary Harcourt's
consideration that this question is too intricate and too urgent
to be dealt with satisfactorily by correspondence, and that it
would be desirable that representatives of the two Departments
should discuss the matter at a conference which might be held
at an early date.
If Mr. Harcourt concurs in this proposal, I am
to day that the Council would desire to nominate Brigadier Gen- eral Cockerill and Lieutenant Colonel Byrne as their represen-
