With reference to the attached copy of letter from His Excellency the Governor of Hong Kong, dated 25th March, 1915, in accordance with the wishes of His Excellency I have directed the Provost Marshal (who normally would have arrested Mr. Arlt
in accordance with instructions contained in telegram: and
circular letter of February 5th from the Secretary of State for the Colonies to the Governor of Hong Kong) not to interfere
with him.
Personally I deprecate making exceptions in favour of any
enemy subjects.

Mr. Arlt is a German aged 35 in Chinese Customs' employ,
he is stationed at Canton and the Chinese Authorities wish to
move him to Wuhu via Hong Kong.
