I am directed by Lr Secretary

Harcourt to acknowledge the receipt of

your letter of the 7th of February

relative to the proposed introduction

in Hong Kong of legislation similar to

the Defence of the Realm Act, 1914 and

the regulations thereunder. Mr Harcourt

observes that the Army Council are

advised that by Article of the Order

in Council the powers of the Military

Authorities over the residents in Hong

Kong are such only as are conferred by
