With reference to the letter from the Colonial
Office of the 16th August (No.35716/15) enclosing copy of a letter from the Governor of Hong Kong concerning the smuggling of opium of which it is understood you have
received a copy, I am directed by the Board of Trade
to enclose for the information of the Board of Customs
and Excise, a copy of a report on a similar matter
which has been received from the Department of Customs
and Excise of the Union of South Africa.
