purely technical one since it
theoretically-incorrect-to-license
that the grant of licences

thought
to be inconsistent with the legal nature
of the trademark as above defined.
The same result can, however, practically
speaking be achieved by the suspension
of the trademark as explained in the
Controller's report. In this connection
I may add that I see no objection to the
proposal put forward in the last paragraph of the

Controller's report if,in view of the arguments
advanced in paragraph 4 of your despatch,you should
the come to the conclusion that the adoption of that
Conast proposal is not desirable I am prepared to agree in
your decision.
