I am directed by the Board of Trade to transmit herewith, to be laid before the Secretary of State, a copy of a letter from Ir Geo. Horrington concerning the attitude taken up by the Shipping Federation Limited with regard to claims under the Workmen's Compensation Act, 1906, made by dependants in Hong Kong of the Chinese crews of the steame hips "Toxley" and "Bridgeport".

The Board would be glad to be favoured with the observations of the Secretary of State on the points raised by Mr Torrington.
