Your despatch of the 24th September 1914 confidential India Office state Bhagwan Singh recently arrived Japan. British Ambassador endeavouring to arrange deportation to Hong Kong. If he is successful you should detain Bhagwan Singh when he arrives and arrange direct with Government of India for deportation to India
