Sir,
With refe nde to your letter of the 24th
September last 175) respecting the search of the dwellings of Messrs. cavero ang Laysece, and of
the Peruvian Consular offices at Hong Konk, 1 am
directed by Secretary Sir E. Grey to transmit to
you herewin, to le laid betore Mr. Secretary
Bonar Law, a copy of a note from the Peruvian Chargé d'Affaires conveying a 10rmal protest against
the action or the local authorities in this matter.
Article XI of the Treaty of 1800 between
Great Britain and Peru, to which Senor de la Fuente
reters in nis note, assures most favoured nation
treatment for the Consular officers ot the contract-
ing parties, and entitles the Consuls of Peru to
bencfit by the provisions of Article X of the
Commercial Treaty between Great Britain and Mexico
ot 1888, which secures that the archives and
official papers of consular tunctionaries snal↓
be respected as inviolable without the authorities
01 the country being able, on any account, to
seize them or take note of their conte.its.

will thus be seen that the search of which the
Peruvian Goverment complain was a technical breach
of their treaty rights.
