With reference to your letter No.57958 of the 17th instant respecting the movements of Monsieur Volpicelli, the Italian Consul-General at Hong Kong, I am directed by Secretary Sir E. Grey to suggest that, subject to the concurrence of Mr. Secretary Bonar Law, the Governor of Hong Kong should be instructed to use his discretion as
to preventing the Consul-General from returning to
Hong Kong should he attempt to do so.
Sir E. Grey would be glad to be informed of the action taken by Sir F. May, in order that, if necessary communication on the subject may be made to the Italian Government.
