Sir:-

On October 15th I had the honor of enclosing to you a letter from Mr. C. Ingenohl, a Belgian citizen who is the owner of one of the largest cigar factories at Yanila and who desires to get a permit to forward a large quantity of labels that are now awaiting shipment at Rotterdam and are absolutely necessary to keep his factory going and his 2000 Philippine employees at work.

With his letter was also enclosed the official Dertificate of this Consulate General in support of his petition. Both of these documents I took the liberty of asking you to have forwarded to the proper official in the British Government, for such action as is to be taken in such cases.

Up to the present date I have had no reply and therefore would respectfully call your attention once

more to the matter, as a prompt compliance with the request will bring relief to many who otherwise must suffer.
