TRADE AND TREATY.

Paraphrase of Telegram.

Foreign Office December 5th, 3.10 p.m.

The following arrangement has been made

with New York Eastern Outward Conference lines.

(1) Ships of those lines will not carry goods consigned to enemy firms on Black Lists for China or Siam (with a list of which they have been supplied) from ports in United States of America.

(2) Shippers of goods to firms not on the White Lists will be warned that their goods may be detained.

(3) Before touching at Siamese or Chinese port ships will call at British port.

(4) In return Conference ships will not be interfered with on the High Seas and Conference will be supported as far as possible if an ation is brought against them in United States or other neutral Court.

(5) Defence against action to compel them to carry goods for enemy firms will be that they cannot risk detention of ship and innocent goods during Prize Court proceedings.
