I am directed by Secretary Sir E. Grey to

acknowledge the receipt of your letter No.53632 of

the 26th ultimo relative to the proposed measures

for dealing with trading with China and Siam,

Sir E. Grey concurs generally in the summary

of the arrangements given in this letter, he would

suggest however, that I (b).111 should be amended

to read as follows:-

"In all other cases if goods are consigned to a

firm on the Black List they will be detained and

placed in the Prize Court if sufficient evidence

is available",

Telegraphic instructions of which copies are

enclosed have been sent to His Majesty's Ministers

at Peking and Bangkok.
