After prolonged negotiations complete secret

understanding was arrived at with Government for depor-

tation of Thakur and Gupta and an administrative order

of the Home Office was issued on Saturday giving them

notice to leave Yokohama by steamer not later than to-

night. Indians have made use of this interval to enlist

sympathy in the press and in the Opposition, and have

demanded prolongation of time granted by the Minister

of the Interior, which the latter has (Prefused). They

have been under police surveillance but last night

they took refuge in the house of Professor Toyama and the Japanese authorities profess to have no legal

right to enter the house and enforce the order of de-

portation. There the matter rests at present. Meanwhile

steamer on board of which they were to have left for

Shanghai and Hongkong and with regard to which I had

made nocessary arrangements for their (group undecyph-

erable) at ece, has sailed by now. I understand that Ministers are desirous of carrying out their arrange-

ment with us. but are alarmed at (?) creation of a grow- ing agitation inside and outside Parliament.
