ne following arrangements have now been approved for the Registry at Shanghai,

The Consul General will be the Registrar, but it is intended that he should only arercise a general supervision ever the work, the actual administrative details being left to the Deputy Registrar, for which post you should select one of the other Consular officials at nanghai in comsultation with Sir E, Fraser. A man with some legal training will be most suitable, if ther is one available.

The Deputy Registrar and the Crown Advocate will receive an allowance of £100 a year each in respect of the additional work thrown uponthem, but the Treasury decline to sanction an increase in the emoluments of the Consul Jeneral. these amounts will be paid by Hong Kong in return for the fees levied at the Registry, and I am asking the Colonial Office to agree to the Colony supplying the necessary registers, forms and stationery and paying the postage and petty expenses. Hen, Kong has offered to send a man from the Company's Registry to Shanghai for a month to assist in the inauguration of the Registry.

the above arrangements are provisional and will be open to reconsideration when some experience has been gained of the working of the Registry.
