REC REG230NOV 15

ir,

I have laid before the Lords Commissioners of His kajesty's Treasury Kr. Law's letter of the 2nd instant (136794/15) relative to the proposed establishment at hanghai of a Registry of Companies.

In reply I am to request you to inform Secretary Sir K. Grey that, on the understanding that the establishment of the aegistry will involve no expenditure from Imperial funds, y Lords offer no objection to the assignment to the Crow Advocate and to the junior "onsular officer who will act as Clerk of allowances of ne hundred pounds a year each, to be paid by the Government of liongkong, but that, in Their Lordships' opinion the Tonsul General and legistrar of Shipping, whose total emoluments amount to £1,800 a year

in addition to the enjoyment of an official residence and of

■ proportion of certain fees, may be expected to undertake this extension of his duties without additional remuneration.

heir established practice presludes the grant of extra reuneration from voted monies to an officer already so highly paid, and They think that there is equal or greater objection to allowing him to receive extra payment from other public funds.

Any payment which may be recovered from the Goverment of Hongkong in respect of this officer's services should accordingly be credited to the Diplomatic and

Under Secretary of State,

Foreign office.
