Registry.
I am to enclose a copy of a telegram which
Sir E.Grey has addressed to His Majesty's Minister
at Peking on the subject.
Sir E.Grey is of opinion that these arrangements
must of necessity be provisional in their nature,
and that they should be reconsidered if experience
shows that any alteration is desirable.
I am to add that Sir E.Grey is glad to accept
the offer of the Governor of Hong Kong to send
without charge an officer from the Supreme Court to
Shanghai for a month to assist in the inauguration
of the New Registry, and I am to suggest that Sir
F.H. May should be requested to make the necessary
arran.ements direct with His Majesty's Consul-General
