With reference to my despatch No. 306 Confidential] of November 21, 1914, I have the honour to transmit, with, a copy of a note which I have addressed to the Japanese Minister for Foreign Affairs on the subject of the prevention of the delivery to Indians in China of a seditious newspaper named "Gadr", in compliance with the suggestion made by Sir John Jorden in his despatch to you No. 167 of July 6th lest.
