With reference to your cypher telegram

November in view of the difficulties which may

arise as regards the placing of goods in Prize Court,

I would suggest that the simplest way of enforcing

the Proclamation would apparently be to prohibit the

exportation from the Colony under your Goverment

without the consent of the Customs authorities of

all goods destined for or shipped from China or Sian.¦

The necessary prohibition could apparently be issued

under the Order in Council of the 26th October 1896

as amended by the Order in Council of the 28th August 1914. If you are advised that this power is not sufficient you should take power by legislation. Where the question of Frize Court proceedings arises, you should make enquiries as to the availability of

necessary evidence while detaining goods under above

prohibition.
