With reference to your letter No.43010 of the 27th ultimo I am directed by Secretary Sir E. Grey to state for the information of Mr.Secretary Bonar Law that no
forms are issued by the Foreign Claims Office in con-
nection with claims against enemy Governments, except
in the case of losses sustained by submarine attacks,
when passengers are requested to make a statutory
declaration on the subject as prescribed in the form
a copy of which is enclosed herewith.
Instructions are however issued as to the registra-
tion of claims by British subjects in respect of
property requisitioned, sequestrated or destroyed by
enemy Goverments and I an to transmit to you herewith copies thereof for the use of the Governor of Hong
Kung.
