Your telegram No 153 (of October

27th).

I consider it impossible to ac-

if quiesce in such a procedure, which,

imitated, would go to defeat existing arrangements for the suppression of Trad- ing with the Enemy.

You should report by telegraph spe- cific cases as they arise direct to Hong- Kong or Singapore, tepeating your tele- grams to me.

Authorities at these ports have been instructed to refuse transhipment fac- ilities in any case where a warning of this nature has been received from you. Ground taken up will be that British sub- jects will be guilty of an offence if they handle goods coming from the enemy.

You should report at once any scheme which may be devised for avoiding trans- shipment of such cargoes at above-mention ed ports, such as shipping via Java.
