I am directed by Secretary Sir E. Grey to en-

close herewith, for the information of Mr. Secre- tary Bonar Law, a copy of a telegram received from His Majesty's Minister at Bangkok, with reference to a proposed sale of rice by the German firm of Markwald and Company f.o.b. to American buyers, the latter thus acquiring ownership of the rice

before it leaves Bangkok.

Sir E. Grey proposes, subject to the concur- rence of the Secretary of State for the Colonies, to send enclosed draft reply to Mr. Dering.

Should Mr. Bonar Law be prepared to concur in this reply, I am to suggest that the necessary instructions should be conveyed by telegraph to the Colonial Authorities at HongKong and Singapore. I am to request that an early reply may be

made to this letter.
