I am directed by Secretary Sir E. Grey to

transmit to you herewith a copy of a letter from

the United States Ambassador, containing an appli-

cation from Mr. Ingenohl, a Belgian subject, to

ship to Hong-Kong five cases of German cigar-box

labels detained at, Rotterdam.

Sir E. Grey would be glad to learn the views

of the Colonial Office on this application. I am

at the same time to state that correspondence in

Sir E. Grey's possession shows that Mr. Ingenohl

is not entirely above suspicion.
