nowledge the receipt of your letter of the 22nd instant

complaining of the leniency shown towards persons con-

victed of smuggling opiwa into China as compared with

the heavy fines which may be and are inflicted on the

shipe from which the smuggling took place.

A copy of your letter has been sent to His

Majesty's Minister in Peking, for his observations and

any action which he may consider advisable, and on re-

ceipt of his reply a further communication will be

addressed to you.
