Dear Mr. Steger,

The Comercial Union Assurance Compary. has withdrawn their agency from us as you will see from the copy of their letter of the 6th instant. The Society had to do this under

pressure of the Government. I have come to an agreement with Tester on the basis of the following proposition which I communicated to him at once through our Broker, Kamchuen

whom I sent to Hongkong. The Commercial Union open in the

city their own offices and work business during the War

under their own name. We lend them our broker, Kamchuen,

who together with the confidential clerks of the Commercial Union run the business. Tester agrees with this in prin-

ciple and has written with regard to the matter to Davis ·

whose sanction he requires to this proposal. T. krows

quite well that as far as the business is concerned it is

not the ame thing if he takes the agency away from us and hands it over o some other firm, for the business depends mainly on our Broker, Kamohuen, who is one of the best
