I sent you a copy of a further circular for the

Red Cross in Hamburg, Mr. Petersen, which we have

received from the Tientsin Central, which will probably

interest them. It goes without saying that this

circular is again to be regarded as confidential.

(No circular was enclosed but among the papers

there was a loose copy of a seditious circular of the

Indian National Party.)

"Your reports are of great interest.

Unfortunately the America cable has broken down

between Guam and Manila. Very suspicious for just

at the present moment the English War Loan is being

subscribed for and the English do not wish that the

bad news for themselves or the Russians in Galicia

and Poland should reach here. It will take some

14 days to repair the cable and we must wait some

10 days before we get any more German cablegrams.

Still, we can read between the lines of the Reuter

despatches what progress we are making in the east."
