With reference to your telegram of 29th September aa to Hannibal Lortlemen acted on instructions from
Foreign Office who now withdraw objections to Conference carrying cargo on the understanding that all connection with endt has been severed by Hannibal and that steps are being taken by him to change his Canton agent. As I understand from your telegram that this is the case, Conference has been informed that cargo can be carried
by it.
