Sir:-
I am directed by Secretary Sir E.Grey to acknowledge the receipt of your letter No.45714/15' of the 13th instant, enclosing copies of correspond- ence with regard to the detention at Hongkong of cassia shipped by Mr. Kahl of Canton to the United
States.
Mr. Kanl was reported by His Majesty's Consul- General at Canton for addition to the Black List
but owing to a clerical error his name was omitted
in the lists circulated to other Departments.
Names for both Black and White Lists are
communicated to the Governors of Hongkong, the Straits Settlements and Ceylon by His Majesty's Consular Officers at the same time as they report them to this Department, and no doubt Mr. Kahl's name was communicated to the Governor of Hongkong
in this way.
It is necessary however that the lists issued by this Department should also be communicated to the various Colonial Governments concerned as soon as possible as a certain number of names are added in this country which nave consequently not been reported
direct.
