Vice Minister for Foreign Affairs tells me that instructions have been sent by telegraph to Japanese Consul at Mukden to endeavour to "seizo" Bhagwan and
ascertain if possible truth as to his alloged communf
cations with German Consulate. If evidence is forta-
coming Bhagwan is to be trial locally by Japanese authorities on the charge of injuring interests of Japan and will be punished by Japanese law if found guilty. If evidence is not sufficient Bhagwan vill be
