With reference to my letter of the IIth in-
stant regarding the firm of Hartmann Brothers, I am di-
rected by Secretary Sir E. Grey to forward herewith,
for the consideration of Mr. Secretary Bonar Law, a copy
of a memorandum from the United States Ambassador re-
lative to the application of Messrs. W. G. Humphreys
& Company of Hong Kong to export 6,000 light dry hides
to Messrs. Hartmann Brothers.
I am to ask that Mr. Bonar Law's attention
may be drawn to the opinion expressed by His Majesty's
Consul General at Boston in the enclosure to the des-
patch from His Majesty's Ambassador, at Washington trans-

mitted in my letter of the 7th instant, and to ask what
answer Mr. Bonar Law would wish to be returned to the
enquiry of the United States Ambassador.
The Under Secretary of State,

humble Servant,
