Excellency, but the two despatches, of which copies

are explosed herewith, will give you an idea of the

proposals which I have at various times submitted for

dealing with the question. So far, the Government of

India have not apparently felt justified in taking

direct action to study the question on the spot but s

sufficient time has not yet elapsed for a reply to be

received to my despatch of the 30th of June last.

I propose in future to send to Your Excellency

oopies of all important communications which I may

address to the Foreign Office on this subject and I

shall be extremely grateful for any assistance or

cooperation which you may be able to afford me in

watching the movements and checking the seditious

tendencies of a section of Indians in the Far East.
