In reply to your despatch, Confidential, dated
the 15th instant, I have the honour to state that
the Municipal Council of the German Concession in
Hankow maintains a force of Indian and Chinese police,
under the direction of a German Superintendent (Herr C.
Grapow) and an Inspector (Herr J. Lipporte). The former
number 18 men, including a Sergeant-Major named Bogh
Singh, The Bergeant-Lajor's pay is $50-055 per mensem;
constables start at $21 with gradual increase to $25 for
good conduct. Dollars 3 per mensem is returned as
deferred pay and handed over, with interest, on completion
of agreement, which is for five years. The Municipality
defray cost of passages to India on leave or on expiry
of
