H. L. Gupta, a Bengali who left San Francisco by Steamship Mongolia" August 25th for Yokolna is statel by His Majesty's Consul General to be a revolutionary fugitive and in communication with German Consul, supposed
destination Manila.
You should ask Japanese Government to deport him,
if still in Japan, to India or other British territory.
Consul General at San Francisco is being instructed to send you all evidence against him if you should require
it.
