With reference to my letter No. 108440 of
August 25th I am directed by Secretary Sir E. Grey
to transmit to you, for Mr. Secretary Bonar Law's
consideration, copy of a further letter from Arn-
hold Karberg and Company relative to the deten-
tion at Padang of certain consignments belong-
ing to them ex the s.s. "Kleist".
Subject to Mr. Bonar Law's concurrence Sir
E. Grey proposes to reply that the Attorney Gen-
eral at Hong Kong will be informed that there is,
as far as this Department is concerned, no ob-
jection to the goods being forwarded to Genoa,
but that as there seems to be some doubt whether
or not these goods are enemy property, no assur-
ance can be given that an opportunity will not
be
