a writ in the International Settlement at Shanghai

would probably lead to a disturbance of the peace,

defy the recent King's Regulation by employing

enemies and yet evade any disability imposed on enemy

concerns, such as that conferred on the Board of

Trade by the Trading with the Enemy Acts, to deal

with companies of this nature, pending the enactment

of the China (Companies) Order in Council. If the

Governor has no such power, it seems impossible at

present to prevent such organizations from enjoying

some of the privileges of British companies, although

their names will not of course appear on the White

List.
