With reference to my despatch No.102 of May 3rd

last, I have the honour to forward herewith copy of a

letter which I have received from the Governor of Hong-

Kong in reply to the enquiry which I addressed to His

Excellency as to whether the examination of the books

of German firms in liquidation at Hongkong had thrown

any light on the alleged organized campaign for the

capture of trade by Germany in the Far East.

His Excellency's statement seems to show that so

far at least as Hongkong is concerned, the speculations

indulged in by many of the British merchants in Shanghai

and repeated apparently by the China Association in

London regarding subsidies to German trade here have

no foundation in fact.
