With reference to your letter of the 88th
July (101,352), forwarding a letter from Kr. J. Bendien
of Damrak 60, Amsterdam, relative to the attitude of the
British authorities towards his business, and the treatment
accorded by the English port authorities to himself ad one
of his Dutch employees, kr. J. Schouten, I am directed by
Secretary Sir John Simon to say, for the information of
Secretary Sir Edward Grey, that it appeare from a report
of the city of London Police, that Bendien is the propriet-
or of a private association known as The International
Commercial Intelligence Bureau which had, before the war
branches in Brussels, Hamburg, Zurich, and London. Since
the outbreak of war the offices at Brussels, Hamburg and
London have been olosed, but Fr. Kendien desires to re-open
